Author's Biography: 

I am Michael L. Madigan, a dedicated master instructor for the Department of Homeland Defense Civil Support Office, where I train the members of the Department of Defense in crucial areas such as Hazardous Materials, emergency response operations related to weapons of mass destruction, and installation emergency management. My work involves essential courses on the Chemical Response Enterprise (CRE), focusing on threat assessments and civil support elements. I am proud to serve at the United States Army Chemical, Biological, Radiological and Nuclear School (USACBRN) located at Fort Leonard Wood in Missouri, where my experience allows me to contribute significantly to our nation's preparedness and response initiatives.

I retired from the United States Army after a fulfilling career, where I served as a senior chemical operation specialist. My roles included significant responsibilities at the USACBRN School, the Maneuver Support Center of Excellence, the Homeland Defense Civil Support Office, and the Incident Response Training Department (MSCOE HDCSO IRTD). I had the honor of serving in both Iraq and Afghanistan under the Multi-National Forces Command (MNFI), where I gained invaluable experience and insights into military operations and emergency management in complex environments.

Throughout my 45-plus years of service, I have distinguished myself by contributing meritorious service in positions of great importance to both the Army and our nation. My previous roles have directly influenced operations for the J3 MNFI CBRNE, where I served as the United States Forces Iraq and Iraqi Army WMD/Terrorism/CBRNE NCOIC Team Chief.

I also had the privilege of leading the Survey Team Chief of the 1st Civil Support Team. In these capacities, I have played a crucial role in shaping Army and Department of Defense policies concerning CBRNE and hazardous materials.

As the WMD/Terrorism and CBRNE Team Chief, I worked diligently to influence strategic outcomes and policies that would carry the Army through sustained combat operations and into a future focused on building capacity among our partners in addressing CBRNE challenges. I have provided recommendations to the MNFI Commander and have communicated insights that reflect my extensive experience. These contributions have helped shape programs and policies critical to enhancing our nation's safety and security.

I hold a Bachelor of Arts degree in Criminal Justice from the University of Massachusetts and a Master of Security Management from the American Military University in Charles Town. My academic journey has also led me to obtain a Doctoral degree in Emergency Management (DEM) from Capella University. Additionally, I possess a Certificate in Security Management from the University of Massachusetts.

I am passionate about education and the dissemination of knowledge, which is why I also serve as an adjunct professor at Central Texas College on the Fort Leonard Wood Campus. I teach a variety of homeland security-related topics, such as emergency management, mass casualty/mass fatality operations, terrorism history, and the intricacies of weapons of mass destruction. My certifications include being a Level II certified fire instructor, a hazardous materials technician trainer, an incident command system trainer, and a certified FEMA ICS/NIMS instructor, among others.

On a personal note, I am married to my wonderful wife, Michelle, and we are blessed with seven children and fifteen grandchildren. Family is a central part of my life, and I cherish the moments we spend together. I have a passion for travel, which allows me to explore new places and gain diverse perspectives that enrich both my personal and professional life. My journey has been deeply rewarding, and I remain committed to serving my community and the country through education and training in emergency management and homeland security.
